Environmental Information (Scotland) Regulations 2004

“Every Scottish public authority has a duty to make environmental information available on request.”

There are exemptions, one of which is:

“Regulation 10(4)(d) - Material which is still in the course of completion, unfinished documents or incomplete data. Material which is still in the course of completion.”
